Russia’s Evolving Cyber Power: The War on Ukraine, the Kremlin, and the Future Russian Tech Sector

Since February 2022, Russia’s war on Ukraine has changed the geopolitical landscape and, importantly, shaped Russia’s cyber and information capabilities, operations, and focus. Its impacts will continue to be felt in Russia, Ukraine, the rest of Europe, and beyond. This talk will dive into Russia’s evolving cyber power by examining major cyber and information activities during the ongoing Russia-Ukraine War; the overall structure of Russia’s cyber web; the Kremlin’s cyber and information thinking; and how sanctions and “brain drain” are impacting the future of Russia’s technology sector. It will conclude with a look forward.
